I don't get "obama terrorist fund" in my auto suggest list...maybe someone complained and Google removed it? I know that Google says that all of their results are algorithm driven, and if something comes up on top that means it is a popular result, not that they've hand coded it that way. And they are loathe to hand tinker with their results, even if the result is controversial. So I suppose this means that there are lots of sites out there with these keywords on them.
I think those suggestions are based on what people have chosen as keywords for searches instead of what their indexes show in the sites... (although they show the number of results next to the term).
So what you're seeing is a list of "popular search terms" as of right now... which change of course, so come back on a different day after the rush of people searching for that specific set of keywords has died down and you'll get a different set.
Right now I get a more tame list with "birth certificate" being the only one that seems like attempts to discredit (albeit, it's at the top).
